Dubai unveils new rules for organizing educational institutions

Dubai Municipality has announced new planning regulations for children’s youth centers, which allow the construction of the first floor dedicated to administration and use with a building ratio of up to 4 percent.
The program is part of Dubai’s wider effort to improve its urban planning framework, align with the Dubai Master Plan 2040, and support the Emirate’s ongoing commitment to quality education infrastructure.
Under the new rules, institutions must allocate one parking space for each classroom, one space per 50 square meters of office space, and one dedicated bus space for all classrooms.

Buildings must also maintain a three-meter setback in all directions.
Developed through extensive planning research conducted in collaboration with the Human Development Authority (KHDA) and the knowledge fund, New New Fendary seeks to increase land use and increase sustainable energy.
Eng. Nasser Bushehab, Chief Planning and Administrative Officer of Dubai Municipality, said: “A new level of planning for older children’s centers was built after our decision to acquire Dubai services was finalized.
“This initiative shows the commitment of Dubai Municipality to support the first education sector, meet its growing needs, and provide pioneering services.
“It also ensures a modern learning environment for children while improving the financial appeal of early education, reducing financial burdens for investors, and strengthening Dubai’s position as a global city renowned for its quality of life and vitality.”

Eng. Sanaa Al Alili, Director of the Urban Planning Department of Dubai Municipality, said:
“The new level of planning for children’s youth centers improves the quality of educational institutions and aligns with Dubai’s vision to nurture future generations.
“By allowing more floor space, it improves urban flexibility, increases land use, increases capacity, and improves service levels without additional cost.
“This fulfills the objectives of Dubai Municipality to develop a comprehensive urban planning system, meet the growing needs of the city’s key sectors, and raise the quality of life.”
