Ta’ziz Awards Contract AED7.34BN for Giant PVC Complex

Ta’ziz, the Industrial Joint Venture between Adnoc and ADQ, awarded AED7.34 billion (US$1.9) China China Holdings (CCC)
Announced during Adipec 2025, the contract represents an important step forward in Ta’ziz’s strategy to drive industrial diversification, strengthen domestic supply chains, and create new Fawer Fains chains across the UAE.
This new facility, located in the Ta’ziz Industrial Ecosystem, will be the UAE’s first PVC manufacturing plant and one of only three of its kind worldwide.
Once completed, it will have the capacity to produce 1.9 million tons per year of salable products, including PVC, Ethylene Dichloride (EDC), Vinyl Chloride Monomer (VCM), and Caustic Soda.
These synthetic materials are important in industries such as construction, infrastructure, packaging, and healthcare.
The project is scheduled to be completed by the fourth quarter of 2028 and is expected to support the UAE’s efforts to industrialize, improve chemical satisfaction, and attract foreign investment.

“Local production of critical chemicals such as PVC and caustic Soda will strengthen the strength of the country’s industries, produce a higher value for the country, and open a higher value for economic production, and bring long-term value to the country’s economy.”
The EPC award follows the same contracts for ammonia and methanol Production Facilities in Ta’ziz, promoting the development of their 4,7 million tonne with the tonne of the first phase 1, which will be among the largest integrated platforms in the GCC.
Once operational, this new trend will make Ta’ziz the leading producer of PVC, EDC, VCM, and Caustic Soda. A year’s worth of PVC would be enough to plumb 10 million homes or more than 100 million credit cards.
The first phase of the development of Ta’ziz is expected to contribute AED183 billion (US $ 50 billion) to the economy of the UAE and create about 20,000 jobs for life and the renewal of Adnoc to become one of the three top chemical producers in the world.
