Dubai caps private lawyer fees as Courts introduce new rules from 2026

The Dubai Courts have announced their readiness to implement a new decision that regulates Private Notary Public fees, with a framework that will be effective from January 2, 2026.

This initiative is designed to regulate fees related to the services of a private lawyer, standardize procedures and ensure transparency of authorized fees within the planned legal framework, strengthening transparency and governance throughout the sector.

Professor Saif Ghanem Al Suwaidi said this decision shows the commitment of the Dubai Court in developing and regulating Private Public Services within a clear and coordinated legal framework.

Dubai Courts impose notary fees

He noted that pooling authorized fees improves transparency and governance, protects the rights of service recipients and ensures transparency about the costs associated with lawyer services.

He added that the regulatory fees are part of Dubai Courts’ wider commitment to delivering reliable, high-quality judicial services that improve the customer experience and strengthen confidence in the judicial process.

The Director-General also said that this decision is in line with the vision of Dubai Courts to achieve judicial leadership and justice for the City as a whole, while supporting Dubai’s efforts to build a modern judicial system in line with accepted best practices.

Mohammed Ahmad Al Obaidli explained that placing the funds according to the approved system improves the efficiency of the process and controls the means of delivering independent Notary Public services.

He said this integrated cost structure improves customer experience and streamlines processes by providing clarity and consistency, thereby enhancing transparency and management.

He added that the adoption of this system ensures that private attorney’s offices are in compliance with the laws and authorized legal structures, improves the quality of services and accelerates the completion of transactions, which shows the efficiency of the justice system.

Published payment schedule

The decision was published in the Official Gazette of the Government of Dubai, Issue No. 752, in accordance with the law governing the activities of Private Notary Public.

Under the decision, fees for authorized services are set as follows:

  • AED 100 ($27) for electronic registration of party details in the Dubai court system for each side of the instrument
  • AED 100 ($27) for each signature on the instrument
  • AED 1,000 ($272) for each transfer when a Private Notary Public moves outside of their place of work to perform work

The decision also provides information on the fees paid to both the Private Notary Public office and the attorney for authorized services.

Dubai Courts said this decision underscores its continued commitment to improving the regulatory environment for Public Services, strengthening justice and transparency, and providing integrated judicial services that meet the aspirations of the Emirate.

This initiative supports the establishment of a modern and reliable judicial system that puts service recipients among the top priorities, while strengthening Dubai’s position as a global city with a strong and transparent legal framework.
